Maxwell Yeboah Owusu is an MA student in the Arts Policy and Administration program, whose work sits at the intersection of arts management, cultural policy, creative economy development, and cultural innovation. He is a cultural practitioner, creative entrepreneur, and emerging scholar with experience spanning cultural production, community-engaged arts practice, and institutional development within the creative sector.
He is the Founder and Chief Executive Officer of Maximus Empire, a multidisciplinary creative enterprise operating across fashion, media production, and cultural consultancy, enabling him to engage in both creative practice and cultural policy spaces. Maxwell also serves as the Cultural and Creative Industries (CCI) Sector Expert with GFA Consulting Group (GmbH) on an Expertise France–funded project examining digital and green transformation among creative and cultural enterprises in Ghana.
As an Artistic Director and Project Manager, Maxwell was part of the team that pioneered Ghana’s first Twi voice-dubbing programme at Adom TV, Multimedia Group Limited, introducing a system that adapted international content for cultural relevance and accessibility through local language. His work explores how leadership, governance, technology, and policy frameworks shape sustainable cultural institutions and creative ecosystems, particularly within Global South contexts.
Fun Fact: Maxwell wears many creative hats: stylist, thespian, dancer, and creative entrepreneur — all at the same time.
